E&A Talent, Cash Money Records, Unica College/Musitechnic and Magazine Hip-Hop join forces
Three forces with completely different backgrounds are joining together to support local artists and establish them on the global stage.
The Spanish version is currently in BETA mode.
Montreal – There are moments when an industry reaches a turning point, and it is through the vision of Mr. Julien Clairoux, director of the Unica College/Musitechnic, that an unprecedented alliance has emerged within the French-speaking music ecosystem—an alliance that, to date, has no known equivalent anywhere in the world.

His conviction is as simple as it is bold: an artist’s education can no longer stop at the doors of the studio. For the French-speaking world, he has brought together three sectors that had never truly worked side by side: higher education, the editorial and digital ecosystem of the music scene, and the English-speaking industry within Hip-Hop culture.
Concretely, Unica College/Musitechnic has entered into a long-term official partnership with Le Magazine Hip-Hop Inc. and its division, Underground Network, to build a comprehensive artist development pathway on its digital infrastructure. At the same time, through industry veteran Chuck-Ice, the institution has finalized an agreement with E&A Talent, the Canadian division of the renowned record label Cash Money Records, creating a direct gateway to one of the most influential ecosystems in the North American music industry. For a French-speaking artist, this is an opportunity that very few have managed to access until now.
Chuck-Ice is considered one of the living legends of French-speaking Hip-Hop culture in Quebec. His commitment to emerging talent and his genuine dedication to people make him an exceptional choice to serve, alongside Dany Tétreault and Julien Clairoux, as one of the three pillars of what can now be called:
"The Quiet Revolution of Hip-Hop"
A revolution is not simply a revolt in the literal sense; it deeply reshapes everything around it. In recent years, Hip-Hop has established itself, reaching historic heights and standing on equal footing with rock and other musical genres. It has built its own ecosystem atypical, certainly, but very much real. Today, committed actors have decided to institutionalize Hip-Hop culture on the same level as other styles recognized within educational institutions. And one of the key figures of this movement is none other than our own Chuck-Ice.

E&A Talent: Discoverability, the real key issue
This initiative also gives producers studying at Unica the opportunity to be discovered and selected for a professional experience within one of the most important rap record labels in the world. It is a unique chance for them to showcase their talent, expand their network, and gain hands-on experience alongside key players in the international music industry.
A career can hinge on a single word: discoverability. Every day, tens of thousands of tracks flood digital platforms. The challenge is no longer making good music, but being found. And for French-speaking artists, being discovered in an ecosystem shaped by algorithms, AI-generated content, and the dominance of the English-speaking industry often feels like an uphill battle.
The agreement with E&A Talent finally turns this puzzle into a concrete market strategy, offering French-speaking artists a pathway to the largest music market on the planet.
A vision that is no longer theoretical.
For Dany Tétreault, founder of Magazine Hip-Hop and Underground Network, who has been involved for over twenty years in promoting French-speaking music culture, this approach responds to a pressing need within the French-speaking music industry.

“I chose to be present and do my part with the means at my disposal, and I have a digital infrastructure valued at nearly 1 million US dollars. I don’t have the budgets or resources of governments, and yet I move forward against all odds.” – Dany Tétreault
The I.P.P. program (Professional Progress Index)
At the heart of this collaboration is the I.P.P. Program (Professional Progress Index), developed by Underground Network, the educational branch of the digital ecosystem of the new platform Magazine Hip-Hop. Structured around three stages—evaluation, development, and activation—it aims to provide artists with concrete tools to measure their progress and strengthen their professional positioning.
The most common mistake in the industry is believing that artists move directly from talent to success. Between the two lies an almost invisible and often underestimated stage: professionalization. It is the moment when an artist stops relying solely on instinct and begins structuring their approach like a professional. Registering their works, understanding their rights, building a press kit, planning a release, and reading a contract before signing it.
Talent is never enough. Communication, project management, autonomy, resilience in the face of rejection, networking, and business sense: these are the transversal skills that separate those who break through from those who remain in the background. An artist can be a genius and still stagnate their entire life for lack of these abilities. The I.P.P. develops them on the same level as artistic talent. This is precisely the gap that the I.P.P. Program from Underground Network is designed to fill, step by step.
In this context, the process begins with a thorough assessment designed to establish a precise picture of the artist’s situation. It is based on a framework made up of 12 dimensions and 120 evaluation criteria:
- Artistic identity and positioning
- Music production and technical quality
- Rights, income, and legal structure
- Digital presence and data
- Stage presence and live performances
- Business, entrepreneurship, and finance
- Network, industry, and strategic alliances
- Branding, image, and visual identity
- Media strategy, promotion, and campaigns
- Direct monetization and revenue diversification
- Data intelligence and analytics
- Entrepreneurial mindset and personal development
A free version without consultants, open to the general public
I.P.P. is in the same line as the HOP EN CLASSE! program, offered FREE OF CHARGE TO EDUCATIONAL INSTITUTIONS worldwide, available in French and English.
Successful bet: the program is now available in a fully free digital version, open to all French-speaking artists. It should be noted, however, that this version does not provide access to artistic consultants. To take part and complete your Professional Progress Index, here are the steps to follow: (interface currently available in French only for the moment)
- All you need to do is create an account on Underground Network,
- Then complete a profile in the Industry Directory by selecting the profession “Artist”.
This process automatically unlocks access to the Artist Hub, where the I.P.P. Program is located. Please note that this program is entirely free and is completed independently, without any support from a consultant.

The first results of this initiative are already visible. Rimebo, a French artist who chose to continue his training at Unica in Canada, has become the first participant to benefit from this program based on next-generation digital tools. His journey confirms the concrete rollout of Unica College’s international division, now active and accessible to artists looking to develop their careers within a structured professional environment.
Thanks to this structure, artists benefit from tailored support adapted to their reality, goals, and needs. This is the core role of the I.P.P.: personalized guidance that allows each artist to develop their project at their own pace, with the resources and tools they truly need.
From this assessment emerges a score out of 120 points, the Professional Progress Index, which places the artist on a scale ranging from “Foundation” to “Industry Ready”. It is not a score meant to judge, but a starting point: to identify real strengths, target priorities, and, in consultant mode, build a personalized and measurable support plan.
Next comes the development and activation phase: a full audit, press kit and professional biography, rights structuring (registration with royalty societies, split sheets, intellectual property), visibility and content strategy, educational modules, monthly follow-up consultations, and editorial coverage across the Magazine Hip-Hop / Underground Network platforms. Each step is designed to remain realistic, progressive, and aligned with the professional, academic, and artistic constraints of the artist.
A model designed to expand across the French-speaking world
The Underground Network model was designed to be deployed globally across the French-speaking world. The foundations are in place, the first results are visible, and the structure is ready to be replicated in other parts of the world. The next stages will open the way to future international artist exchange programs, naturally extending the ambition carried by this alliance.
This project came to life when Steve Pageot, Governor of the New York Chapter of the Recording Academy contacted Dany Tétreault to seek his international expertise. Together, they co-founded what would become the future architecture of the French-speaking music industry.
The President of the French Republic, Emmanuel Macron, personally expressed his thanks to the founders of Franco Votes. Emmanuel Macron, a tenu à exprimer personnellement ses remerciements aux fondateurs de Franco Votes.

While international frameworks are being put in place, one certainty stands out: this trio made up of Mr. Julien Clairoux, Mr. Dany Tétreault and Chuck-Ice is now an undeniable alliance that has just laid the foundations of a new institutional structure, solid and viable.
We will keep you informed of the next developments and upcoming stages of this program. But one thing is certain: Mr. Clairoux has made a major move that fills some long-standing gaps.
